Joshua Pagdato Q&A

What would you do to make transit service in Winnipeg more functional, reliable and safe for its users? What plans do you have, if any, to reduce car dependency in the city?

Make it safe and convenient enough that people can actually depend on it. For example. Tighter communication with police and transit operators. Active supervision of live CCTV cameras. Use AI if we have to. I want the police and transit operators to belong on the same shelf together along with firefighters and first responders. The city works with the city again.

What do you think the city should be doing to ease the housing and homelessness crisis? What specifically would you change about the city’s current approaches?

Housing: Stop maintaining homelessness and build permanent places for people to stabilize. For example. Prefabricated homes can be built for a fraction of the cost of a regular home. Micro homes are the actual solution to a stabilized and unlocked housing market, a safer Winnipeg, and an overall cost of living. It’s going to stimulate competition in the housing market. I’ll tax large interest groups and people putting pressure on us with vacancy levies. I’m one of us. I have the backs of every Winnipeger. I’m the only candidate pushing housing first policy with no preconditions.

Public disorder has become a major concern among surveyed voters. How should the city best deal with it? The police budget is a major expense for the city, are people getting value for money?

Public disorder: Protect the public, but stop expecting police to compensate for every failed housing, health and addiction system. For example.  I’ll launch the stabilization audit.  It’s very hard to explain this in a paragraph.  Handling crime is like calculus.  So I’m going to bring the right people to the table.  Real leaders of our communities to get involved with this one.

While poverty and addictions are largely another government’s responsibility, are there ways that you see that the City of Winnipeg could be doing more to solve these issues?

Poverty and addiction: The City cannot provide provincial health care, but it can provide land, transportation, facilities, coordination and employment pathways.  Im calling the initiative The Pleiades Village initiative.  I’ll encourage you to read the first pillar of my platform for a complete comprehensive overview and step by step blueprint.  The move is to stimulate competition, increase production with an expanded new manufacturing sector.  We show and prove the programs and models work.  We then scale it nationwide.  Winnipeg can be the greatest city in Canada with me at the wheel.  I’m not a regular candidate.

Voters are concerned about the rising cost of living and affordability. What do you see are ways the City of Winnipeg could make life less expensive for residents?

Affordability: Spend earlier and smarter—working transit, lower-cost housing construction, road preservation and better control over major contracts.
