Citizen’s Agenda Pledges
Homelessness
- Collaborate with non-profit organizations and provide adequate funding for 24-hour safe spaces for homeless individuals
- Provide 800 multi-use housing units within four years
- Seek permission from the council to build on city land
- Evaluate abandoned houses and negotiate with the owners for better usage
- Partner with non-profit organizations to manage the building and staffing of new housing units
- Implement policies that will allow for more affordable housing and poverty reduction
- Collaborate with non-profit organizations to support families, and help people experiencing addictions, mental health, and domestic violence
- Review landlord and tenant legislation
- Collaborate with community organizations and empower people that need training to ensure they can easily get a job and earn a living
Crime Prevention
- Collaborate with Winnipeg Police Service (WPS) and Winnipeg Police Board to get WPS to add more foot patrols and seek federal funding for youth crime prevention programs
- Work with stakeholders to support families and provide affordable housing and more opportunities
- Work with WPS to use eight police officers to primarily monitor neighbourhoods prone to violence and assault. Bus operators can press a panic button to alert transit supervisors and police officers if there’s an incident. Passengers can text or dial specific numbers
Transit
- Provide an extended shield around bus operator seats
- Increase the number of transit supervisors and additional force cadets in areas prone to assault and violence
- Follow up with offenders and turn them to organizations that will assist
- Make performance data available to the public every month
- Create a Winnipeg Transit police force
- Use the $478 million in government funds for improving transit system
Police Budget

Roads
- Clearing of snow and sidewalks on time
- Fix and maintain existing roads before embarking on building new roads
- Ensure roads are constructed on time, scope, and budget
- Manage road construction sensibly and save money for the city
- Evaluate and review the impact of bus weights. The weight of buses could contribute to the wear and tear of roads
Active Transportation
- Add more active transportation during new construction, including cyclist and pedestrian paths.
- Manage traffic efficiently during road construction
